Or, if you want to save time, you can download the SPC package from www.snesmusic.org, download SNESAmp 3.2, download WinAmp 2 or 5, install SNESAmp, go to settings and change the frequency and stuff to like SNES, and then do a waveout rip.  It'll be very, very, very accurate if you do that

Oh, so you do XA rips of PlayStation games? SWEET

Can I send you my VBR 4 quality LAME 3.96.1 mp3s, looped twice with about a 7-8 second fade out each song, extracted from the XA files and resampled from the native 37khz to 44khz, for MMX5 and 6 and get credit?

I'm using Firefox, and the broom is animated (two frames...).

Use a GIF Animator program to make animated GIFs.  My favorite is "Microsoft GIF Animator," found on my antique priceless FrontPage 98 CD.  You could also try Jasc's software.
