IGN rates it a 7.0.  This is what they have to say:

-Their office loved Atomic Planet's MMAC (....)
-The MMAC menu system is superior to the noninteractive MMXC menu system (...)
-The Mega Man original series is superior to the X series (...)
-Battle & Chase must be unlocked
-The SNES games will let you use the password system
-The remixed music "is great"
-There are some interlacing issues
-GCN has faster loading times, PS2 has better audio and video compression

To Capcom:  I don't think you get it about audio quality.  First you encoded Maverick Hunter X in 136kbps ATRAC3, which is equivalent to less than 128kbps MP3.  Now IGN comments on how PS2's sound is superior to GameCube's???!  I fear for the future of great Mega Man music....

About IGN:  You can't spell IGN without IGNorant.  No word on voice acting, bad opinions, and few facts to go with them.

Which is why I disredarded their crappy review of Shadow the Hedgehog.  But that's a different story.

I actually saw this mentioned over at the MegaMan Network too, FYI.

The sad thing is that the game comes out in three days, yet we STILL have no word on which soundtrack each game will default with, what exactly is unlockable, the style of the remixes, whether or not X1-X3 got voice acting, whether or not X4 got redubbed, and whether or not X5-6 got translated.

Well, look at that one screen shot from X6  in the review.  It shows INFINITY MIJINION's intro (note the caps).  In other words, I highly doubt they spent their time to make a good re-trasnlation.

And by translation I meant the voice acting.

As long as they fixed X4's anyway...I've never played the game (due ONLY to my deep, deep hatred of all things PlayStation), but I've seen the cutscenes.  Mine ears have yet to recover from the gouging. ;_;

Sounds like a bad case of fanboyism to me.  Seriously.  Buy a PSX or something at least.  How much are they, $30?

At the very least you could of put your hands on ePSX and got/ripped an image of the game.
